Communications Commission Missions

The Communications Commission, reporting to its Director, shall:

  • develop communication and information tools to assist the NOPF, or to countries wishing to develop the discipline within their country (journals, brochures, videos, posters…)
  • implement and update FIPFA’s Internet site on which provides the information about the Federation
  • provide the Executive Council, Permanent Commissions, Zone Councils, NOPFs, with appropriate communication tools and appropriate protocols
  • create and/or modify and disseminate a template, which may integrate a logo, and then describe the correct use of it
  • propose a four-year communication plan to Congress

Legal Commission Missions

The Legal Commission, reporting to its Director, shall:

  • study all legal matters dealing with the practice of Powerchair Football throughout the world
  • study from a legal point of view, all of the modifications in FIPFA’s Constitution
  • establish the official texts of the Internal Regulations of FIPFA and study all of the scheduled modifications and amendments from a legal point of view
  • advise the Executive Council on all subjects related to the interpretation of the Constitutions and the responsibilities of the Permanent Commissions
  • advise the Zone Councils of the interpretation of the Constitution, the Internal Regulations, and the Zone Regulations
  • participate in the implementation of disciplinary and appeal procedures, and control the legitimacy and function
  • the Legal Commission is in charge of controlling the voting procedure utilized during FIPFA elections
  • the Legal Commission can be consulted in order to control the eligibility of each person nominated for an elected position
  • the Legal Commission can refer to disciplinary authorities in order to ask the Executive Council to suspend or expel a NOPF. If the Legal Commission proposes a suspension or an expulsion, it shall inform the concerned NOPF by registered letter of the precise and detailed reasons of this decision

Finance Commission Missions

The Finance Commission, reporting to its Director, shall:

  • in collaboration with the Treasurer, prepare FIPFA annual budget to be submitted to the Executive Council for approval
  • in collaboration with the Treasurer, prepare the financial statements for the past year
  • control the expenditures of each commission
  • control the use of funds within the context of the sporting events organised by FIPFA
  • provide all the necessary information for the control of the accounts by the appointed organisations
  • establish and follow all the existing financial partnerships and solicit new partners
  • prepare, update and/or renew all FIPFA’s grants
  • follow and control the FIPFA’s marketing contracts
  • prepare the payroll of the Secretariat officials
  • control and settle all the general administrative fees
  • control and settle all the reimbursements to the members of the Executive Council and the commissions
  • control the sale of FIPFA’s merchandise and intellectual properties.

Medical Commission Missions

The Medical Commission, reporting to its Director, shall:

  • ensure that FIPFA has the latest information on health Regulations. It advises the Secretary General, when needed, on all topics of the scope of its activities
  • provide expertise and advice to the Player’s Classification Commission in order to implement the official regulations of the players’ classifications
  • provide information to FIPFA concerning the problems with accommodation of disabled people and to advise the NOPF organisers of international competitions of the medical needs for the accommodations of the teams
  • combat doping and implement all the necessary measures of safety

International Classifiers Missions

Reporting to its Director, the International Classifiers Commission shall:

  • provide written documentation
  • provide training to personnel
  • evaluate and certificate personnel

  • provide written documentation

Refereeing Commission Missions

The Refereeing Commission shall be responsible for all topics related to refereeing of official FIPFA competitions. Reporting to its Director, it shall:

  • provide referees for the international competitions
  • oversee the referees and, with the Referees Training Commission, implement additional training
  • maintain an updated list of international referees

Technical Commission Missions

The Technical Commission shall be responsible for all topics related to each player’s equipment, his or her powerchair and its equipment, as well as the necessary adjustments to the playing field. Reporting to its Director, it shall:

  • establish the technical specifications of the footguards, the chair’s protections, and/or any other element associated with the player and his chair
  • establish a mechanism to regulate the speed limit, (if FIPFA decides to impose a maximum speed)
  • set the ball specifications
  • set safety rules for the player in his chair
  • set the specifications of playing field
  • control the different equipment listed above in order to verify whether they comply with the appointed standards

Competitions Commission Missions

The Competitions Commission shall be responsible for all topics related to sports competition. Reporting to its Director, it shall:

  • oversee the conduct of the official FIPFA competitions
  • draw up the text of the Regulations governing the competitions
  • draw up a schedule for the organisation of the various competitions
  • examine any litigious case and clarify doubtful points
  • propose and compose the amendments to the regulations
  • provide international commissioners to the various competitions
  • study the rules of the other FIPFA commissions in order to validate them for the international competitions
  • establish a protocol to determine the location of international competitions and championships
  • draft regulations for new international competitions
  • establish the official calendar of international competitions

Player Classification Commission Missions

The Player Classification Commission shall be responsible for all topics related to classifications. Reporting to its Director, it shall:

  • draw up the text of the Official Player Classification Handbook
  • examine any litigious case and provide expertise to solve doubtful cases
  • draft the amendments of these guidelines
  • be responsible for the training, examination and qualification of international classifiers
  • appoint classifier examiners for the international competitions of FIPFA
  • ensure the proper maintenance of records of the classification of players and of the classifiers
